Admission Requirements

ASG is looking for emerging and established leaders who are committed to ethical public service, innovation, and impact across Africa. Admission to the MPA is competitive and based on academic strength, leadership potential, and professional experience.
 
1. Academic Qualifications
• A Bachelor’s degree with a Second-Class Upper (or equivalent GPA) from a recognized institution.
• International applicants must obtain an HEC Equivalence Certificate (Rwanda Higher Education Council).
 
2. Professional Experience
• Minimum 2 years of relevant professional experience in public administration, policymaking, governance, non-governmental organizations, or other related sectors.
• Places may be offered to exceptional early-career applicants who show strong academic ability and leadership potential.
 
3. English Language Proficiency
At ASG, English is the primary language of instruction and communication across all programs and services. Applicants must demonstrate proficiency through one of the following:
• IELTS 6.5
• TOEFL iBT 90
• Equivalent recognized test
Applicants from English-medium universities may be exempt.
4. Leadership & Public Service
Applicants must show a clear commitment to leadership, public service, and community impact. Required documents include:
• Two recommendation letters (one academic, one professional)
• Evidence of leadership or service such as:
o Project or team leadership
o Policy or governance-related work
o Community initiatives or civic engagement
o Innovation or social impact activities
5. Statement of Purpose
A 500–700-word Statement of Purpose explaining:
• Why you believe ASG is the right fit
• Your career goals and public-service aspirations
• Relevant experience
